Terrorists :: essays research papers
WASHINGTON (CNN) -- The federal government has asked the National Academy of Sciences not to publish a research paper that feds describe as a "road map for terrorists" on how to contaminate the nation's milk supply. The research paper on biological terrorism, by Stanford University professor Lawrence M. Wein and graduate student Yifan Liu, provides details on how terrorists might attack the milk supply and offers suggestions on how to safeguard it. The paper appeared briefly May 30 on a password-protected area of the National Academy of Science's Web site. Journalists use that area of the Web site to get advance copies of articles slated for publication in the Proceedings of the National Academy of Sciences. People who downloaded the Wein-Liu paper called the Food and Drug Administration for comment, and the FDA notified the Department of Health and Human Services, which asked the academy to stop the article's publication. The paper "is a road map for terrorists and publication is not in the interests of the United States," HHS Assistant Secretary Stewart Simonson wrote in a letter to the science academy chief Dr. Bruce Alberts. The paper gives "very detailed information on vulnerability nodes" in the milk supply chain and "includes ... very precise information on the dosage of botulinum toxin needed to contaminate the milk supply to kill or injure large numbers of people," Simonson wrote. "It seems clear on its face that publication of this manuscript could have very serious public health and national security consequences." Simonson wrote that acting FDA Commissioner Dr. Lester Crawford was joining him in the request to halt publication. Officials of HHS and the academy said they are to meet Tuesday to discuss the article. "The academy has been dealing with the issue of scientific openness versus national security since 9/11," said academy spokesman Bill Kearney. "The academy [members] are strong advocates of scientific openness while ensuring that nothing is done to aid terrorists." Kearney said the NAS routinely vets papers for security concerns before publishing them and had vetted the Wein-Liu paper. After HHS raised concerns, the NAS decided to "take a step back and make sure that we weren't putting out anything that we're uncomfortable with," he said. NAS is a private, nonprofit society of scientists and engineers chartered by Congress to advise the government on science and technology. HHS spokesman Marc Wolfson said Wein showed a draft of his paper last fall to HHS staffers, who expressed concern about the level of detail in the paper.

Reasons Behind the High Rate of Dropouts
A great majority of Houstonâ⬠s children enroll for school after they have enjoyed summer vacation. Houston area dropout rates list starts at full capacity, even by Christmas vacation the enrollment list has reduced to half of the students. The reason for high dropout rates is not because Houston area schools do not care about education, they are not taking it serious. According to the Houston Chronicle, a Houston area newspaper, â⬠the Houston Independent School District, for example, failed to account for 2,131 students who were enrolled in 1997-98 but not in 1998-99. By no means will that number decrease, if adults do not find what is taking our kids out of schools. A young mind only stops learning when obstacle are put in the way. Obstacle, such as juvenile crime and drug actitives, teen pregnacy, lack of family funds, and parents who do not care. Texas Education Agency reported in the Houston Chronicle, that the leading reason students dropout of school is crime and drug actitves. Children bring weapons along with homework to school every day. Some youngster do not make it to juinor high without a murder case. Majority of dropout will end up in prison and never see the front day of a college. Drug also taking the minds of our young kids. They look for anything that will help them cope with every day problems. While their problems are only grooming the addiction only get stronger. Half of the students will become additive to some type of drug, and become dropouts. Another obstacle that causes high dropout rates is teen pregnacy. Sadly, a large percent of younger learners become parents during high school. This obstacle usually affect females due to the fact that most male students do not stick around to support their child. Then the female has to figure a way to attend school and pay for a babysitter. Since, it takes money to raise a baby the mother only choice is to dropout of high school and maintain a full time job. Why do children decided to raise babies, instead of doing simple daily homework? That question remains to be a mystery to many adults. The third obstacle would be lack of family funds. Few families in todayâ⬠s society still consist of a father and a mother. One parent struggling to support a family is not an easy thing for a child to watch. Eventually that youngster finds any methods to bring money into the house. Some students will find legal ways such as a job for extra money; the other half of the student particpate in illegal actitives to support their family. That child is worried about stopping his mother or father from crying over money problems every night. Last but not least, one of the problems is parents who do not care or unable to give proper care to their children. There are parents who have two or more jobs and feel that their children can watch themselves. Then other parents just can not control their kids. He or she leaves home that morning for school and the parent will not see them until two days later. The father or mother wants to help their children, but parents can only do so much. Even the laws do not take extreme measures on teen run away. The police brings the youngsters home so they can run away again the next morning. There also parents who have drug or criminal problems themselves. The parents are to worried about getting more drugs or stealing a car to care if their child is attending school. What happened to parents being the best role models they can be. Until Houston realzies the obstacles in younger learner lives the dropout statistics will only increase. While the numbers are rising our city will consist of uneducated people who did not finish high school. What type of city will Houston become if most of the citizens are high school dropouts? The city can only grow if there are educated people running it. Also, children being allowed to make the decision to dropout of school will only make the problem repeat itself. When parents are dropouts they usually do not have enough money to stop the cycle. If a parent drops out due to poverty most of them never get out of poverty. With out an education high paying jobs do not drop out of the sky, so that parent is raising his or her child like they were. What stops children from dropping out when they own parents were dropouts? Another effect of dropping out of school is going in and out of correctional system. According to America Skips School, an article by Benjamin Barber, ââ¬Å"the government spends up to $35,000 a year to keep a young black male behind bars but a fraction of that to keep him in school. When he is released back to society it will be difficult to find a job, because he is an ex-criminal and a dropout. Many ex-criminals go in and out of prison due to the fact they can not find a decent job. As Barber states in America Skips School, ââ¬Å"if Americans were serious parents, teachers, politicians, and kids themselves would find solutions to high school dropouts. Parents should have dreams that they child life will be better than their own. If a mother was a dropout why do her daugther has to be a dropout? Parents caring and showing it will also help dropout rates. Turning the television off and talking to their child for one hour will only make their relationship stronger. When that child makes the decision to drop out of high school they could talk it over with their parents first. Then the parents could point out the effects of not having an education. If a parent talks to their children they will know that they are serious about school. Teachers play a major part with children attending school. Many teachers have stopped teaching with their hearts, but teaching for a paycheck. They must go beyond the classrooms to counsel at-risk students and their families. Teacher may not earn the highest salaries, but teaching should be an award by itâ⬠s self. They could also help by making the classroom a fun place to be. Children will start to drift off when the classroom is boring or they feel dumb. What can a student learn if a teacherâ⬠s only method of teaching is sitting behind a desk a reading a book to them? Teaching with a loving heart will let the students know that teachers are serious about school. Politicians can put an end to a lot of school problems by changing a few laws. The government could bring poorer communities up to standard by finding other sources of funding for Houston schools besides property taxes. Instead, of spending taxes to build a new dome for entertainment; politicians should have fought for the taxes to build and improve schools. Government should offer more programs for student before they dropout. When a student decides to drop out of school they should have to attend a one day program that will show them the effects of dropping out of school. When they complete the program if they still decided to drop out of high school they should have to sign a wavier reading: ââ¬Å"By signing this, I realize I will not have the skills to survive in the 21st century. â⬠They are then presented with a â⬠Certificate of Dropping Outing. â⬠If politicians were to make it harder to drop out of school then the student would know that they are serious about school. Children themselves could put an end to dropping out of school. They could set goals and stuck with them no matter what peer pressures come their way. Kids could become members of some type of peer support groups, so they would have someone to talk to when they need a listening ear. They could also be more active in church, instead of hanging on the street corner getting in trouble. Youngster should strive for the top and do not give up because of obstacles standing in the way. When students start to take school serious then the other parties will perform their roles. Everyone places a part in children getting an education. If one person fails to do their part then the dropout rates will only increase.

Diagram 2 shows the list of financial and non-financial rewards that an organization can apply under the compensation system. [pic] Noe et al. (2010, p. 547) mentioned that employeesââ¬â¢ emotion and function towards the organization is mainly influence by the compensation payout. Difference in individual personal characteristic will draw people to different compensation systems. A great solution to compensate employees in the organization is to adapt combination program rather that one program over another. List of compensation programs are merit pay, incentive pay, profit sharing, ownership, gain sharing, and skill-based pay. Merit pay is one of the best rewarding compensation programs. Employees are measured and payout annually based on the individuals performance appraisal rated by employeesââ¬â¢ supervisor. Many companies in Singapore are adapting this compensation program for their permanent staffs. Employees will be more motivated when their performances are recognized and their basic pay is increased. Another example of compensation program is incentive pay. Incentive pay is usually seen in organization with sales team that brings in revenue and profit that will gain market share for the company. Employees with higher performance will gain in such compensation program as they measured based on the amount of products or services sold and the payout is not part on the employeeââ¬â¢s basic pay. Payment will be earned on a weekly or monthly basis depending on the organizationââ¬â¢s policy. Once an individual is motivated by such monetary rewards, he will sell more products and services for the rganization. However, if the compensation program is not well planned, it will have a negative effect to the organization to support its business objectives. As mentioned in the article by Daly D (2009), skilled-based pay is the remuneration to payout employees with a better skilled knowledge that related to the job. Employees who have attained new skill and knowledge will be compensated m ore comparing to their co-colleagues. Taking an example of a technician in a manufacturing organization, he will be rewarded once he has completed the machine repair and maintenance program. In order for him to continue to be compensated with better basic pay, he has to continue to upgrade his skillsets. Once the employeesââ¬â¢ market value has increased, he will be motivated to contribute more to the organization and improve productivity. Effectiveness of Job Rotation Recognition Apart from monetary rewards, job rotation has a function to motivate employees to enhance their skill knowledge and contribute more to the organization. Job rotation is systematic procedure whereby individual employee is shifted from current position or department to another in a given period of time. Employees will be multi skilled and able to support the organization when skillsets are required. When a job is less lifeless or monotonous, employees will perform better and improve productivity. Hence, employees will gain a promotion and increase their income. (Noe et al, p. 430) Effectiveness of Recognition Recognize and reward are exactly what the employees in the organization looking forward for a better growth in their career. The right motivation will influence the employeesââ¬â¢ behavior and in return employees will achieve the organizationââ¬â¢s goals and objective and strive for higher productivity. Once the employees are satisfied and feel rewarded, it is unlikely for them to leave the organization. Employees will dedicated their skill and time for the organization. Therefore, the management should always be enthusiastically recognizing the talented and hardworking individuals to create a healthier working environment for the employees to come to work happily every day. Effectiveness of Training and Development Engaging employees with training and development are the two fundamental components in an organization. Both training and development do co-exist, as training will provide the skillsets and knowledge for the employeesââ¬â¢ needs in the job. Whereas, development is a process to prepare employees in gaining new skills and knowledge for forthcoming demand in the current job or a job that do not exist. When employees obtained new skills and knowledge, it will improve the quality of the work. Organization will take the opportunities to attract and retain talented employees to gain profits and productivity. This theory is support by Noe et al. (2010, p. 87) Conclusion Employees are still an integral part of a company, being important assets. They must be constantly motivated and rewarded financial or non-financial on effort done on the job. Thus, human resource management has to balance the needs and achieve the goals and objective of both employees and the organization. Kim v. Son To summarize the case of Kim v. Son, Jinsoo Kim invested in two of Stephen Sonââ¬â¢s corporations, which eventually failed, and Kim lost his money. Son felt bad, he and Kim got together and became very intoxicated and signed a ââ¬Å"contractâ⬠in blood, stating that Son promised to pay Kim the money he lost and Kim agreed not to sue him. As it turned out, when Son sobered up he refused to keep his promise to pay Kim, so Kim filed a lawsuit based on this bloody contract. The judge declared the contract void due to lack of consideration (Beatty, Samuelson, Bredeson, 2013). We will write a custom essay sample on Kim V. To qualify as consideration, three rules apply: 1) Both parties must receive something of value; 2) If someone makes a promise to give something of value, this signifies a consideration; and 3) The two parties involved must come to an agreement of terms in regard to what items of value are exchanged in the deal (Beatty, Samuelson, Bredeson, 2013). Based on these rules, I agree with the judge that there was no consideration in this case. Kim did make a promise not to sue, but this forbearance did not carry any merit because there was no way Kim would have won the lawsuit. This makes it a one sided proposal because only one party would receive something of value, and that would be Kim. Son would receive nothing of value in return, therefore, no consideration exists. Kim made an investment in a corporation that failed. Son is not liable for his loss. If this was the case, investors would be suing everyone anytime they lost money. Investments carry risks that are often times unforeseeable. If Kim knew that Sonââ¬â¢s corporations would fail, he obviously wouldnââ¬â¢t have invested his money. But this does not place the blame on Son nor make him accountable for Kimââ¬â¢s loss. If investing worked this way there would be no risk and you could sue a company every time their stock went down. Common law consists of principles established by judges that encompass all the decisions made by courts over hundreds of years and countless lawsuits (Beatty, Samuelson, Bredeson, 2013). These laws are based on common sense, and ââ¬Å"set a precedent for all courts to follow in similar cases, and are recognized, affirmed, and enforced by subsequent court decisions, thus continually expanding the common lawâ⬠(businessdictionary. com, 2013). The Uniform Commercial Code (UCC), in contrast, falls under civil law, ââ¬Å"which is based on a rigid code of rulesâ⬠(businessdictionary. com, 2013). It was established to create a uniform set of laws for business transactions, since common law can vary from state to state (Beatty, Samuelson, Bredeson, 2013). As far as contracts are concerned, Article 2 of the UCC is of most significance. This part of the code deals with the sale of goods. Goods are defined in terms of contracts as anything that is moveable, other than money, investment securities and certain legal rights (Beatty, Samuelson, Bredeson, 2013). Common law, on the other hand, is used for contracts involving the sale of services or anything else other than goods (Beatty, Samuelson, Bredeson, 2013). In the case of Kim v. Son, I believe common law is the applicable source of law. The idea of consideration in regard to contract law is a result of common law principles. The UCC would not apply because there were no goods involved, only money. Furthermore, since the judge ruled that there was no valid contract to begin with, due to the absence of consideration, there were no goods, services, or anything else involved.
